I don't understand undercover police cars that are the normal police car without livery. They aren't stealthy, just annoying. Now, cars like this make sense. You'd have no idea it was a cop until his lights went on.

I dunno, I'd say that's pretty damn stealthy.
I mean, a Crown Vic, a Charger, an Impala, the usual suspects, those you expect, but a 4th gen Mustang...?

As long as the LEDs are hidden well enough, it can be pretty sneaky. Like those undercover B4c Camaros and LX-Chargers.

Louisville Metro Police has a bunch of unmarked 2010-2011 S197 GTs. I still get terrified everytime I see one.

I rolled up on a bright orange 6.0L GTO that had a badge wearing officer driving it behind dark tint in Wake Forest, NC. I then noticed the slick little led clusters hidden in the front bumper and trunk beside the plates! Caught me off guard that's for sure.

On the flipside, the Boise Police Department managed to get some of the most badass liveries of just about any cop cars I've seen:
They're especially evil at night when all you can see in the distance ahead of you is the Cylon-esque "Racetrack" tail lighting.
